"en": "<p data-HoCid=\"1556894\" data-originallang=\"en\">Thank you, Mr. Chair.</p>\n<p data-HoCid=\"1556895\" data-originallang=\"en\">First of all, I'd like to thank the minister for his comments, and I would like to reiterate to him in no uncertain terms that the Liberal Party welcomes Bill C-27 in the interests of combatting spam. There's no question that we're very glad to see this as a follow-up to the task force that rendered its report back in 2005. </p>\n<p data-HoCid=\"1556896\" data-originallang=\"en\">However, having said that, I must mention some very significant concerns about Bill C-27 that have been expressed to me in the course of the last few weeks.</p>\n<p data-HoCid=\"1556897\" data-originallang=\"en\">If I could try to summarize, the net has been cast in order to eliminate spam, but it has been cast in a very broad manner. The devil is in the details, and there are significant concerns about its having some negative effects. Casting the net so broadly has also left certain definitions so general that the interpretation of something as simple as a computer program can be taken in a number of ways. With respect to the anti-spam provisions, the scope is too broad at this point, specifically with respect to the consent provisions contained in the bill, and exclusions are too narrow. The unsubscribed requirements are unworkable, and this could have a chill on legitimate commercial speech and e-commerce.</p>\n<p data-HoCid=\"1556898\" data-originallang=\"en\">We want to help fix that, because the anti-spam bill is a good thing, but we have a lot of work in front of us in order to address some of the specific concerns that have been expressed to us by people who also want to see Bill C-27 come into play. </p>\n<p data-HoCid=\"1556899\" data-originallang=\"en\">As a first question, I assume the team that put together the bill has consulted legislation from other countries. There are recent examples of legislation in other countries, and you mentioned Australia; Australia is one example, and New Zealand is another. Have other countries' legislation been consulted in the process of putting this bill together? At first sight, some of what they have done appears to address many of the concerns that have been expressed to me by various organizations.</p>",

Les difficult\u00e9s surgissent dans les menus d\u00e9tails, et on redoute qu'il ait des effets n\u00e9gatifs. Pour ratisser si large, on s'est content\u00e9 de d\u00e9finitions si g\u00e9n\u00e9rales que quelque chose d'aussi simple qu'un programme informatique peut donner lieu \u00e0 plusieurs interpr\u00e9tations. La port\u00e9e des dispositions anti-pourriel est actuellement trop g\u00e9n\u00e9rale, plus pr\u00e9cis\u00e9ment \u00e0 l'\u00e9gard de la notion de consentement, tandis que les exclusions portent sur des cas trop pr\u00e9cis. Les exigences en mati\u00e8re d'exclusion sont inapplicables, au risque de paralyser certaines manifestations l\u00e9gitimes du discours commercial et du commerce \u00e9lectronique.</p>\n<p data-HoCid=\"1556898\" data-originallang=\"en\">Nous voulons aider \u00e0 parfaire le projet de loi, qui a le m\u00e9rite de s'attaquer aux pourriels, mais nous avons beaucoup de pain sur la planche pour dissiper les craintes dont nous ont fait part des personnes qui veulent elles aussi que le projet de loi C-27 aboutisse.</p>\n<p data-HoCid=\"1556899\" data-originallang=\"en\">Je suppose que l'\u00e9quipe qui a r\u00e9dig\u00e9 le projet de loi a consult\u00e9 les lois en vigueur depuis peu dans d'autres pays. Vous avez mentionn\u00e9 l'Australie; la Nouvelle-Z\u00e9lande est un autre exemple. Ma premi\u00e8re question est la suivante: les r\u00e9dacteurs ont-ils consult\u00e9 les lois d'autres pays? \u00c0 premi\u00e8re vue, certaines de leurs dispositions semblent r\u00e9pondre \u00e0 bon nombre des pr\u00e9occupations dont diverses organisations m'ont fait part.</p>"
