"en": "<p data-HoCid=\"7351904\" data-originallang=\"en\">Thank you, Madam Chair.</p>\n<p data-HoCid=\"7351905\" data-originallang=\"en\">Madam Chair and committee members, it is my pleasure to come before you as a witness on the issue of application backlogs and processing times.</p>\n<p data-HoCid=\"7351906\" data-originallang=\"en\">CAPIC represents over 4,000 immigration and citizenship consultants, who represent thousands of clients and applicants before Immigration, Refugees and Citizenship Canada.</p>\n<p data-HoCid=\"7351907\" data-originallang=\"en\">Joining me today is Ms. Avni Marfatia, who is the chair of the CAPIC board and a practitioner as an immigration consultant for over 20 years.</p>\n<p data-HoCid=\"7351908\" data-originallang=\"fr\">We are very pleased to be able to appear before you today, particularly in person, after all this time.</p>\n<p data-HoCid=\"7351909\" data-originallang=\"en\"> The COVID-19 pandemic has had a significant impact on processing times and operational delivery of immigration applications. The processing system is not yet back to full capacity. As a result, the demands for temporary resident programs continue to rise by more than 30% of 2019 levels. More than 70% of the backlog consists of temporary residents' visa files. The backlog continues to grow, increasing the stress on the system, with now more than 900,000 temporary files in the backlog.</p>\n<p data-HoCid=\"7351910\" data-originallang=\"en\">Some IT systems, as you have probably heard, are new, have issues and require time to be tested. As a result, multiple applications are filed for the same benefit, so there are multiple counts.</p>\n<p data-HoCid=\"7351911\" data-originallang=\"en\">Applicants are facing extraordinary delays in processing time, and it's jeopardizing their future. The shortage of labour is causing economic stress for employers. Consequently, the immigration system's integrity is threatened.</p>\n<p data-HoCid=\"7351912\" data-originallang=\"en\">As desperate applicants continue to look for other options, the pressure on the system should be urgently alleviated with the introduction of these non-regulatory measures. CAPIC recommends the following. First, declare some countries as visa-exempt for short-term visitors. Second, use enhanced eTA to control security and monitor intentions. Third, reinstate a high-in-demand NOC list for the LMIA-exempt. Fourth, implement the SDS, the student direct stream, for all student study permit applications and automatic issuance of post-graduate work permits for successful completion of studies. The minister today made a decision in the right direction. </p>\n<p data-HoCid=\"7351913\" data-originallang=\"en\">Our recommendations include measures that can be implemented promptly to reduce the backlog and improve efficiency across the entire system.</p>\n<p data-HoCid=\"7351914\" data-originallang=\"en\">Thank you, Madam Chair and committee members.</p>\n<p data-HoCid=\"7351915\" data-originallang=\"fr\">I'll be happy to answer your questions in French or in English.</p>",

Le syst\u00e8me de traitement n'est pas encore de retour \u00e0 sa pleine capacit\u00e9. La demande des programmes de r\u00e9sidence temporaire continue de cro\u00eetre de plus de 30 % par rapport aux niveaux de 2019. Plus de 70 % de l'arri\u00e9r\u00e9 est compos\u00e9 de dossiers de visa de r\u00e9sident temporaire. L'arri\u00e9r\u00e9 continue de cro\u00eetre, ce qui augmente le stress suppl\u00e9mentaire sur le syst\u00e8me, dont l'arri\u00e9r\u00e9 compte maintenant plus de 900 000 dossiers temporaires.</p>\n<p data-HoCid=\"7351910\" data-originallang=\"en\">Certains syst\u00e8mes informatiques, comme vous l'avez probablement entendu dire, sont nouveaux, connaissent des p\u00e9pins et prennent du temps \u00e0 tester. La p\u00e9nurie de main-d'\u0153uvre est une source de stress \u00e9conomique pour les employeurs. Par cons\u00e9quent, l'int\u00e9grit\u00e9 du syst\u00e8me de l'immigration est menac\u00e9e.</p>\n<p data-HoCid=\"7351912\" data-originallang=\"en\">Pendant que des demandeurs d\u00e9sesp\u00e9r\u00e9s cherchent d'autres options, l'adoption urgente de ces mesures non r\u00e9glementaires devrait att\u00e9nuer la pression \u00e0 laquelle le syst\u00e8me est soumis. Voici ce que recommande l'ACCPI. Premi\u00e8rement, exempter certains pays de l'obligation du visa pour les courts s\u00e9jours. Deuxi\u00e8mement, utiliser une Autorisation de voyage \u00e9lectronique pour contr\u00f4ler la s\u00e9curit\u00e9 et v\u00e9rifier les intentions. Troisi\u00e8mement, r\u00e9tablir une liste CNP de professions en grande demande pour l'exemption de l'\u00e9tude d'impact sur le march\u00e9 du travail, ou l'EIMT. Quatri\u00e8mement, instaurer le volet direct pour les \u00e9tudes, le VDE, pour toutes les demandes de permis d'\u00e9tudes et la d\u00e9livrance automatique de permis de travail postdipl\u00f4me. Le ministre a pris aujourd'hui une d\u00e9cision qui va dans la bonne direction.</p>\n<p data-HoCid=\"7351913\" data-originallang=\"en\">Nos recommandations comprennent des mesures dont la mise en \u0153uvre rapide r\u00e9duira l'arri\u00e9r\u00e9 et am\u00e9liorera l'efficacit\u00e9 de l'ensemble du syst\u00e8me.</p>\n<p data-HoCid=\"7351914\" data-originallang=\"en\">Merci, madame la pr\u00e9sidente et mesdames et messieurs membres du Comit\u00e9.</p>\n<p data-HoCid=\"7351915\" data-originallang=\"fr\">Je pourrai r\u00e9pondre \u00e0 vos questions en fran\u00e7ais ou en anglais.</p>"
