        "en": "<p data-HoCid=\"917159\" data-originallang=\"fr\">Thank you.</p>\n<p data-HoCid=\"917160\" data-originallang=\"fr\">I am nonetheless surprised to see just how long it takes before an act comes into force.</p>\n<p data-HoCid=\"917161\" data-originallang=\"fr\">We wanted to cooperate with the government because it was anxious to pass this bill. In addition to all of the work and preliminary studies we do here, once the bill is adopted on third reading, it still needs to be passed by the other house. People must not forget this stage in the process. We never know when the other house, the Senate, will send the bill back to us.</p>\n<p data-HoCid=\"917162\" data-originallang=\"fr\">We are congratulating ourselves on doing our job and passing a bill, when in fact we have no idea of how long it will take before the legislation comes into force. The purpose of our amendment is to set a deadline so that if the government is the least bit serious about matters, it will appoint a special team to oversee the implementation of the legislation without delay. I believe the opposition parties truly want the same thing.</p>\n<p data-HoCid=\"917163\" data-originallang=\"fr\">Regardless of what transpires, if the government is serious, it must move immediately to appoint a team to oversee coordination efforts with other acts. It must not wait until the Governor General has given royal assent before getting down to work. All of these stages will require some time.</p>\n<p data-HoCid=\"917164\" data-originallang=\"fr\">In my view, we are almost misleading people into thinking that we have adopted an act. Given everything that must be done, we have no way of knowing when an enactment order can in fact be issued. We need to set a target date. Six months is a long time. The act must come into force now.</p>\n<p data-HoCid=\"917165\" data-originallang=\"fr\">The government is not short of funds. If it is short on resources, then it needs to find qualified people who can devote themselves exclusively to communicating with other departments or who can make the linkage with other acts so that the legislation can come into force quickly. Clearly, if no timetable is set, the process will be drawn out and the next legislature will find itself discussing the same problem.</p>\n<p data-HoCid=\"917166\" data-originallang=\"fr\">For that reason, I support my colleague's proposed amendment.</p>",

En plus de tous les travaux et de toutes les \u00e9tudes pr\u00e9liminaires qui ont \u00e9t\u00e9 effectu\u00e9s ici, apr\u00e8s son adoption \u00e0 l'\u00e9tape de la troisi\u00e8me lecture, le projet de loi doit \u00eatre adopt\u00e9 par l'autre Chambre. C'est une autre \u00e9tape que les gens ne doivent pas oublier. On ne sait jamais quand cela va revenir de l'autre chambre, du S\u00e9nat.</p>\n<p data-HoCid=\"917162\" data-originallang=\"fr\">On se p\u00e8te les bretelles en disant qu'on a fait notre travail et qu'on a adopt\u00e9 une loi, alors qu'on ne sait pas combien de temps s'\u00e9coulera avant qu'elle n'entre en vigueur. Le but de notre amendement est de fixer une \u00e9ch\u00e9ance afin que, si le gouvernement est le moindrement s\u00e9rieux, il mette en place une \u00e9quipe sp\u00e9ciale pour la mettre en application d\u00e8s maintenant. S'il y a vraiment une volont\u00e9 de le faire, je pense qu'elle est partag\u00e9e par les partis de l'opposition.</p>\n<p data-HoCid=\"917163\" data-originallang=\"fr\">Peu importe ce qui arrivera, si le gouvernement est s\u00e9rieux, il doit mettre en place d\u00e8s maintenant une \u00e9quipe qui planifiera la coordination avec d'autres lois. Il ne faut pas attendre la sanction royale par la Gouverneure g\u00e9n\u00e9rale avant de commencer. Ce sont toutes des \u00e9tapes qui prendront du temps. </p>\n<p data-HoCid=\"917164\" data-originallang=\"fr\">\u00c0 mon avis, c'est pratiquement d\u00e9guiser la v\u00e9rit\u00e9 que de laisser croire aux gens qu'on a adopt\u00e9 une loi, puisque, compte tenu de tout ce qu'on doit \u00e9tablir, on ne sait pas exactement quand on pourra \u00e9mettre un d\u00e9cret pour sa mise en application. On doit fixer un objectif. Un d\u00e9lai de six mois est une longue \u00e9tape. La mise en oeuvre de la loi doit se faire d\u00e8s maintenant.</p>\n<p data-HoCid=\"917165\" data-originallang=\"fr\">Le gouvernement ne manque pas d'argent, il n'est pas d\u00e9ficitaire. S'il manque de ressources, il faudra avoir recours \u00e0 des ressources particuli\u00e8res et \u00e0 des gens qui se consacrent exclusivement \u00e0 la communication avec d'autres minist\u00e8res ou qui font le lien avec d'autres lois pour que cela puisse se r\u00e9aliser rapidement. Il est \u00e9vident que si l'on ne fixe pas d'\u00e9ch\u00e9ance, cela va suivre son petit bonhomme de chemin et, au cours de la prochaine l\u00e9gislature, on discutera encore du m\u00eame probl\u00e8me. </p>\n<p data-HoCid=\"917166\" data-originallang=\"fr\">Pour cette raison, j'appuie l'amendement que mon coll\u00e8gue a pr\u00e9sent\u00e9.</p>"
