In 2006, we signed a B.C.-Canada social housing transfer agreement, for 30 years, which is working very well. Minister Coleman, who is the provincial minister, is being labelled as the housing czar, and Premier Campbell is working on an initiative to help low-income seniors and families find affordable housing. A lot of this is about mental health issues as well, with people in the streets. It's a complex issue and mostly within the provincial mandate.</p>\n<p data-HoCid=\"1360052\" data-originallang=\"en\">The other comment was on the GST. It is the tax reduction that benefits those who are least well off, as they have to use the highest percentage of their income to buy necessities. One cannot underestimate the value of lowering the GST and also the economic stimulus to help us get through. We're now entering this global economic recession. As I say, hopefully the late persons to the party are the first ones to leave. If we can get through this, the quicker the better.</p>\n<p data-HoCid=\"1360053\" data-originallang=\"en\">There was one comment by Mr. Roberts that I think the committee really needs to take a look at. </p>\n<p data-HoCid=\"1360054\" data-originallang=\"en\">You commented on an econometric model and focus on the cost benefits. Do you have a model we could work with? One of the things with this committee is that you can talk about poverty for 100 years, and that's what happens; you look at all the studies. Whether it's in this room or in the Senate committee, there have been numerous studies, but it's trying to find out the cost-benefit analysis and how to proceed. </p>\n<p data-HoCid=\"1360055\" data-originallang=\"en\">As Maurice alluded to, there's a significant cost to each one of these. There's $4 billion for the child tax credit. If you wanted to raise EI from 50 weeks to 100 weeks, you can double the system.... It's unlimited, if you want to be like the U.S. and keep printing money. But we have to be fiscally responsible and realistic. </p>\n<p data-HoCid=\"1360056\" data-originallang=\"en\">Mr. Roberts, do you have some kind of model we could work with on our committee?</p>",

On ne peut sous-estimer l'int\u00e9r\u00eat d'une baisse de la TPS et aussi la stimulation \u00e9conomique qui en r\u00e9sulte. Nous entrons maintenant dans cette r\u00e9cession \u00e9conomique plan\u00e9taire. Comme je l'ai dit, il faut esp\u00e9rer que les derniers arrivants \u00e0 la f\u00eate soient les premiers \u00e0 repartir. Plus vite nous en sortirons, mieux ce sera.</p>\n<p data-HoCid=\"1360053\" data-originallang=\"en\">M. Roberts a fait une remarque sur laquelle le comit\u00e9 devrait r\u00e9ellement se pencher, \u00e0 mon avis.</p>\n<p data-HoCid=\"1360054\" data-originallang=\"en\">Vous avez parl\u00e9 d'un mod\u00e8le \u00e9conom\u00e9trique et dit qu'il fallait analyser les co\u00fbts et les avantages. Avez-vous un mod\u00e8le que nous puissions utiliser? L'un des probl\u00e8mes dans ce comit\u00e9 est que l'on peut parler de la pauvret\u00e9 pendant 100 ans et on bute toujours sur la m\u00eame chose; on se saisit de toutes les \u00e9tudes. Que ce soit ici ou au comit\u00e9 s\u00e9natorial, quantit\u00e9 d'\u00e9tudes ont \u00e9t\u00e9 faites, mais le probl\u00e8me est d'arriver \u00e0 cerner les co\u00fbts et les avantages pour voir comment proc\u00e9der.</p>\n<p data-HoCid=\"1360055\" data-originallang=\"en\">Comme Maurice l'a indiqu\u00e9, chacune de ces mesures comporte un co\u00fbt consid\u00e9rable. Il y a 4 milliards de dollars pour le cr\u00e9dit d'imp\u00f4t pour enfants. Si vous voulez faire passer l'AE de 50 \u00e0 100 semaines, vous pouvez doubler le co\u00fbt... C'est illimit\u00e9, \u00e0 moins de faire comme les \u00c9tats-Unis et de faire marcher la presse \u00e0 billets.
