First of all, Mr. Chairman, we've already voted on this amendment, and the discussion on this amendment should really have finished at the vote. But since we are discussing it, I think we have to understand that we're putting in place a process that will probably take four years before it's in place. We're not talking about a major expenditure coming out of DFO or Parks Canada this year or next year. The petition process will take two years to get up and going. </p>\n<p data-HoCid=\"1024344\" data-originallang=\"en\">The whole point here is that out of the maximum of 246 lighthouses out there, there are differing numbers in terms of how many will actually end up with heritage designations. But it certainly won't be the 246.</p>\n<p data-HoCid=\"1024345\" data-originallang=\"en\">In the short term, DFO has a responsibility to maintain those lights in working order. So it's not as if they're free; there is a cost to these lights, as we speak.</p>\n<p data-HoCid=\"1024346\" data-originallang=\"en\">What we will be doing in the long term is transferring the annual maintenance cost of the majority of these lights over to the province in some cases, but the divestiture will go to the province, to the municipality or town, to a public organization, or to a private entity. So these lights will come out of DFO's budget; there will not be an increased cost to DFO's budget.</p>\n<p data-HoCid=\"1024347\" data-originallang=\"en\">I think at this time, until we actually know the number.... That's the difficulty of coming up with a real number, but we're putting a process in place for this divestiture to happen and for some of these lights to receive heritage status\u2014and they will probably stay under the Department of Fisheries and Oceans. Some will move into Parks Canada, and some are within Parks Canada's domain now\u2014I think there are 12 altogether. But the vast majority will probably move to community groups, rather than a province or municipality or town taking them over. Among these community groups, as was just explained by Mr. Tapley, there will be partnerships, there will be economic development and tourism opportunities, and they will fund-raise and take over these costs.</p>\n<p data-HoCid=\"1024348\" data-originallang=\"en\">So at the end of the day, I see a net gain for DFO\u2014although, without question, as Mr. Matthews has said, DFO will have to scramble throughout the process for the dollars to make this happen. But at the end of the day, in the long term, there will be more money in DFO's hands for small craft harbours and other issues.</p>",

En tout cas, ce ne sera certainement pas les 246.</p>\n<p data-HoCid=\"1024345\" data-originallang=\"en\">Dans l'imm\u00e9diat, c'est le MPO qui est charg\u00e9 d'en assurer le bon fonctionnement. Il ne faudrait pas croire que leur exploitation ne co\u00fbte rien.</p>\n<p data-HoCid=\"1024346\" data-originallang=\"en\">Ce que nous ferons, \u00e0 plus long terme, c'est que nous transf\u00e9rerons les frais d'entretien annuels de la plupart de ces phares aux provinces, dans certains cas, puisqu'ils seront d\u00e9volus \u00e0 une province, \u00e0 une municipalit\u00e9, \u00e0 un organisme public ou \u00e0 une entit\u00e9 priv\u00e9e. Donc, ils n'\u00e9margeront plus au budget du MPO et il n'y aura pas de co\u00fbts additionnels pour ce dernier.</p>\n<p data-HoCid=\"1024347\" data-originallang=\"en\">Tant que nous ne conna\u00eetrons pas le nombre exact de... C'est pour cette raison qu'il est difficile de calculer un co\u00fbt exact, mais nous mettons en place un processus pour que ce d\u00e9saisissement puisse se faire et pour que certains de ces phares re\u00e7oivent la d\u00e9signation patrimoniale \u2014 et ils resteront probablement sous la responsabilit\u00e9 du minist\u00e8re des P\u00eaches et Oc\u00e9ans. Certains passeront sous la responsabilit\u00e9 de Parcs Canada, et c'est d\u00e9j\u00e0 le cas pour un certain nombre \u2014 une douzaine, je crois. Toutefois, la grande majorit\u00e9 passera probablement sous la responsabilit\u00e9 de groupes communautaires, plut\u00f4t que d'une province ou d'une municipalit\u00e9. Parmi ces groupes communautaires, comme M. Tapley vient de l'expliquer, il y aura des partenariats, il y aura des possibilit\u00e9s de d\u00e9veloppement \u00e9conomique et de tourisme, et il y aura des activit\u00e9s de collecte de fonds pour couvrir les co\u00fbts.</p>\n<p data-HoCid=\"1024348\" data-originallang=\"en\"> En fin de compte, ce sera un gain net pour le MPO \u2014 bien que, comme l'a dit M.
