This park is in my riding, and I'm very happy to see it reach this stage. It's been in the works for a long time. I know the chief who initially discussed it, Felix Lockhart, very well. He put a lot of effort into this.</p>\n<p data-HoCid=\"5916491\" data-originallang=\"en\">I think we really have to look at how things have evolved over the last while in order to make this park happen. First of all, it's always very difficult to get four different governments to agree\u2014the federal government, the Government of Northwest Territories, the Dene First Nation and the M\u00e9tis. I think it shows the importance of this piece of land. It's located at the eastern part of Great Slave Lake, a beautiful part of the lake. There's forest, there's tundra\u2014everything is there. It's very hard to access, of course. </p>\n<p data-HoCid=\"5916492\" data-originallang=\"en\">This area is called \u201cland of the ancestors\u201d by the people from Lutsel K'e. It's a very important part of their country, and they want to see it happen. This is one of the first places where there's really been strong indigenous involvement. We're still trying to sort out the issues around how Wood Buffalo park was established and what it did to the indigenous people of that area when they couldn't trap, couldn't hunt and couldn't do anything in the park. That was their livelihood. I really understand the chief in 1960 saying that they couldn't have an area closed off to them, as their primary way of surviving was through hunting and fishing and trapping.</p>\n<p data-HoCid=\"5916493\" data-originallang=\"en\">I do have a quick question on the process of the park. We'll have witnesses appear before us tomorrow, but I want to talk about the process of going from a reserve to an actual national park. Can you describe that a little bit more clearly for me? I'm not sure I followed it.</p>",

Il y a la for\u00eat, il y a la toundra \u2014 tout est l\u00e0. Bien s\u00fbr, il est tr\u00e8s difficile d'y acc\u00e9der. </p>\n<p data-HoCid=\"5916492\" data-originallang=\"en\">Cette r\u00e9gion, les habitants de Lutsel K\u2019e l'appellent \u00ab terre des anc\u00eatres \u00bb. C\u2019est une partie tr\u00e8s importante de leur pays et ils veulent que les choses se fassent. C\u2019est l\u2019un des premiers endroits o\u00f9 il y a vraiment une forte participation des Autochtones. Nous essayons toujours de comprendre comment le parc Wood Buffalo a \u00e9t\u00e9 cr\u00e9\u00e9 et ce que cette initiative a fait aux Autochtones de cette r\u00e9gion qui ne pouvaient pas pi\u00e9ger, chasser et faire quoi que ce soit dans le parc. C\u2019\u00e9tait leur gagne-pain. Je comprends tr\u00e8s bien le chef qui a dit, en 1960, qu\u2019on ne pouvait pas leur interdire l'acc\u00e8s \u00e0 une r\u00e9gion puisque leur survie passait principalement par la chasse, la p\u00eache et le pi\u00e9geage.</p>\n<p data-HoCid=\"5916493\" data-originallang=\"en\">J\u2019ai une br\u00e8ve question sur le processus de cr\u00e9ation du parc. Nous entendrons des t\u00e9moins demain, mais je veux parler du processus qui consiste \u00e0 passer de statut de r\u00e9serve \u00e0 celui de parc national. Pouvez-vous m'en parler un peu plus clairement? Je ne suis pas s\u00fbr d'avoir bien suivi.</p>"
