"en": "<p data-HoCid=\"3365290\" data-originallang=\"en\">Thank you, Chair and members of the committee.</p>\n<p data-HoCid=\"3365291\" data-originallang=\"en\">My name is Rob Cunningham and I am a senior policy analyst with the Canadian Cancer Society.</p>\n<p data-HoCid=\"3365292\" data-originallang=\"fr\">Thank you for the opportunity to testify before this committee today.</p>\n<p data-HoCid=\"3365293\" data-originallang=\"en\">My testimony will focus on clauses 53 to 61 of Bill <a data-HoCid=\"6108103\" href=\"/bills/41-1/C-60/\" title=\"An Act to implement certain provisions of the budget tabled in Parliament on March 21, 2013 and other measures\">C-60</a>, which contain a tobacco tax increase for the category described as \u201cmanufactured tobacco\u201d, and roll-your-own tobacco in particular. We support this increase, and we recommend that all members of Parliament endorse these provisions.</p>\n<p data-HoCid=\"3365294\" data-originallang=\"en\">Let me emphasize the crucial role that higher tobacco taxes play in reducing tobacco use, especially among youth, who have less disposable income. There are more than 100 studies that confirm the obvious: mainly, that as tobacco prices go up, tobacco consumption goes down.</p>\n<p data-HoCid=\"3365295\" data-originallang=\"en\">Bill <a data-HoCid=\"6108103\" href=\"/bills/41-1/C-60/\" title=\"An Act to implement certain provisions of the budget tabled in Parliament on March 21, 2013 and other measures\">C-60</a> takes action on a long-standing loophole that has seen roll-your-own tobacco taxed at a much lower rate than regular cigarettes. It used to be that one gram of roll-your-own tobacco was needed to make one cigarette, but now, because of modified tobacco industry manufacturing practices to exploit the tax structure, only half a gram is needed to make one cigarette. Thus, the industry strategies have in effect reduced by half the tobacco tax rate on roll-your-owns.</p>\n<p data-HoCid=\"3365296\" data-originallang=\"en\">Lower taxes lead to lower prices. That keeps many people smoking or results in more cigarettes smoked per day. Obviously, this is detrimental to public health.</p>\n<p data-HoCid=\"3365297\" data-originallang=\"en\">The changes in the tax structure because of Bill <a data-HoCid=\"6108103\" href=\"/bills/41-1/C-60/\" title=\"An Act to implement certain provisions of the budget tabled in Parliament on March 21, 2013 and other measures\">C-60</a> take action in this regard. I have some examples with me. As you can see, Export 'A' says \u201c100% more\u201d right on the label. You get twice as many roll-your-own cigarettes as you used to be able to, because of the types of different manufacturing practices. It says on the label that you only need 0.47 grams to roll one cigarette.</p>\n<p data-HoCid=\"3365298\" data-originallang=\"en\"> This bill responds to that by helping to address a loophole where you had to get the same number of cigarettes for half the tax. We appreciate and support that. You can see that there are other brands that do the same thing and say \u201c100% more\u201d. They say on the label how much you get. That's a loophole that is bad for public health.</p>\n<p data-HoCid=\"3365299\" data-originallang=\"en\">As well, federal tobacco tax rates had not changed since 2002, 11 years ago. Thus, a proportion of the tobacco tax change in this bill is merely an inflation adjustment.</p>\n<p data-HoCid=\"3365300\" data-originallang=\"en\">The sales volume of roll-your-own tobacco varies across Canada, from only 1% of the market in Ontario to 13% or more of the market in five provinces. Thus, this tobacco tax change will be particularly beneficial in some provinces.</p>\n<p data-HoCid=\"3365301\" data-originallang=\"en\">A surprising proportion of youths use roll-your-own tobacco. Data from the 2009 Canada-wide youth smoking survey found that among high school students 62% of boys and 30% of girls had used roll-your-owns in the previous 30 days.</p>\n<p data-HoCid=\"3365302\" data-originallang=\"en\"> This measure will raise a projected $75 million in revenue for the federal government. It should be noted that this tax increase will apply to other forms of loose tobacco, such as chewing tobacco, snuff, and water-pipe tobacco, in addition to roll-your-own tobacco. These product categories are far more popular among youth and young adults than those aged 25-plus and illustrate a further reason why Bill <a data-HoCid=\"6108103\" href=\"/bills/41-1/C-60/\" title=\"An Act to implement certain provisions of the budget tabled in Parliament on March 21, 2013 and other measures\">C-60</a> will reduce youth tobacco use.</p>\n<p data-HoCid=\"3365303\" data-originallang=\"en\">I have some examples with me. This bill will apply to this new phenomenon among youth of hookah and shisha water-pipe smoking, with cherry, coconut, and orange flavours. It will also apply to the smokeless tobacco, such as cherry, mint, lime, and so on.</p>\n<p data-HoCid=\"3365304\" data-originallang=\"en\">Tobacco use remains the leading preventable cause of disease and death in Canada, causing 37,000 Canadian deaths each year from cancer, heart disease and stroke, emphysema, and other diseases. The overwhelming majority of new smokers are underage youths, and tobacco taxes are a crucial part of a comprehensive tobacco control strategy.</p>\n<p data-HoCid=\"3365305\" data-originallang=\"en\"> The tax measure in Bill <a data-HoCid=\"6108103\" href=\"/bills/41-1/C-60/\" title=\"An Act to implement certain provisions of the budget tabled in Parliament on March 21, 2013 and other measures\">C-60</a> is a win-win for public health and public revenue. We urge all members of Parliament to support this measure.</p>\n<p data-HoCid=\"3365306\" data-originallang=\"en\">Merci. I look forward to questions.</p>",

J'ai des exemples \u00e0 vous donner. Comme vous pouvez le constater, Export \u2018A\u2019, indique sur son \u00e9tiquette qu'on obtient deux fois plus de cigarettes qu'auparavant, et cela s'explique par des changements apport\u00e9s dans les pratiques de fabrication. Nous appuyons la mesure. Vous pouvez constater que d'autres marques font la m\u00eame chose. Elles indiquent sur l'\u00e9tiquette combien on obtient. C'est une \u00e9chappatoire qui a de mauvaises r\u00e9percussions sur la sant\u00e9 publique.</p>\n<p data-HoCid=\"3365299\" data-originallang=\"en\">De plus, la taxe f\u00e9d\u00e9rale sur le tabac n'a pas chang\u00e9 depuis 2002, soit 11 ans. La modification de la taxe sur le tabac apport\u00e9e dans le cadre du projet de loi est donc en partie simplement un ajustement en fonction de l'inflation.</p>\n<p data-HoCid=\"3365300\" data-originallang=\"en\">Le volume des ventes du tabac \u00e0 rouler au Canada varie de 1 p. 100 du march\u00e9 en Ontario \u00e0 13 p. 100 ou plus du march\u00e9 dans cinq provinces. Le changement apport\u00e9 \u00e0 la taxe sur le tabac aura des effets b\u00e9n\u00e9fiques dans certaines provinces en particulier.</p>\n<p data-HoCid=\"3365301\" data-originallang=\"en\">Une partie surprenante des jeunes utilisent du tabac \u00e0 rouler. L'enqu\u00eate sur le tabagisme chez les jeunes de partout au Canada qui a \u00e9t\u00e9 men\u00e9e en 2009 a r\u00e9v\u00e9l\u00e9 que 62 p. 100 des gar\u00e7ons et 30 p. 100 des filles du secondaire avaient utilis\u00e9 du tabac \u00e0 rouler au cours des 30 jours pr\u00e9c\u00e9dents.</p>\n<p data-HoCid=\"3365302\" data-originallang=\"en\">On pr\u00e9voit que la mesure g\u00e9n\u00e9rera des revenus de 75 millions de dollars pour le gouvernement f\u00e9d\u00e9ral. Il convient de signaler que l'augmentation de la taxe s'appliquera \u00e0 d'autres formes de tabac \u00e0 cigarettes, comme le tabac \u00e0 m\u00e2cher, le tabac sans fum\u00e9e et le tabac \u00e0 pipe \u00e0 eau, en plus du tabac \u00e0 rouler. Ces cat\u00e9gories de produit sont beaucoup plus populaires chez les adolescents et les jeunes adultes que chez les 25 ans et plus, ce qui illustre aussi pourquoi le projet de loi <a data-HoCid=\"6108103\" href=\"/bills/41-1/C-60/\" title=\"An Act to implement certain provisions of the budget tabled in Parliament on March 21, 2013 and other measures\">C-60</a> permettra de r\u00e9duire le tabagisme chez les jeunes.</p>\n<p data-HoCid=\"3365303\" data-originallang=\"en\">J'ai des exemples. Le projet de loi s'appliquera au ph\u00e9nom\u00e8ne nouveau chez les jeunes de fumer du tabac \u00e0 narguil\u00e9 et \u00e0 chicha \u00e0 l'ar\u00f4me de cerise, de noix de coco et d'orange. Il s'appliquera \u00e9galement au tabac sans fum\u00e9e, aromatis\u00e9 \u00e0 la cerise, \u00e0 la menthe, \u00e0 la lime, etc.</p>\n<p data-HoCid=\"3365304\" data-originallang=\"en\">Le tabagisme demeure la principale cause \u00e9vitable de maladie et de d\u00e9c\u00e8s au Canada: chaque ann\u00e9e, 37 000 Canadiens meurent du cancer, d'une maladie du coeur, d'un accident vasculaire c\u00e9r\u00e9bral, d'emphys\u00e8me et d'autres maladies. La grande majorit\u00e9 des nouveaux fumeurs sont des mineurs, et les taxes sur le tabac constituent un \u00e9l\u00e9ment important d'une strat\u00e9gie globale de lutte contre le tabagisme.</p>\n<p data-HoCid=\"3365305\" data-originallang=\"en\">La mesure fiscale contenue dans le projet de loi <a data-HoCid=\"6108103\" href=\"/bills/41-1/C-60/\" title=\"An Act to implement certain provisions of the budget tabled in Parliament on March 21, 2013 and other measures\">C-60</a> s'av\u00e8re avantageuse tant pour la sant\u00e9 publique que pour les recettes publiques.
