        "en": "<p data-HoCid=\"111334\" data-originallang=\"en\">Thank you, Chair, and thank you, Carole, for the opportunity of bringing this forward.</p>\n<p data-HoCid=\"111335\" data-originallang=\"en\"> I guess we would want to be certain that the motion says what we really want it to achieve. So I don't understand why we need to reaffirm the need to maintain the independence of the Office of the Information Commissioner. I'm not clear why we would preface a motion like this with a comment like that. I don't think the independence of the Office of the Information Commissioner has been threatened or challenged in any way, certainly not in this Parliament.</p>\n<p data-HoCid=\"111336\" data-originallang=\"en\">The idea that we should have a draft bill to work on here rather than a discussion paper, which has been tabled, is something that I share. I think our time would be much better spent if we had draft legislation and we were working with a meaningful working document rather than spinning our wheels once again and revisiting this whole immense subject of access to information legislation. </p>\n<p data-HoCid=\"111337\" data-originallang=\"en\">John Reid did table a very helpful package last fall that was set out as draft legislation. Clause by clause, he would have in there, \u201cHere's what we seek to achieve, here's the change that would be necessary in the bill, and here's the actual language.\u201d </p>\n<p data-HoCid=\"111338\" data-originallang=\"en\">Page by page, it would be very easy to collate that into a draft piece of legislation, and that's what I think our starting point should be. So I would vote in favour of this motion, subject to clarification of what we mean by the opening sentence.</p>",

Je ne pense pas que l'ind\u00e9pendance du Commissariat \u00e0 l'information a \u00e9t\u00e9 menac\u00e9e ou contest\u00e9e de quelque fa\u00e7on que ce soit, certainement pas dans le pr\u00e9sent Parlement.</p>\n<p data-HoCid=\"111336\" data-originallang=\"en\">Je partage l'id\u00e9e que nous devrions avoir un avant-projet de loi sur lequel nous pourrions travailler ici, plut\u00f4t qu'un document de discussion, qui a \u00e9t\u00e9 d\u00e9pos\u00e9. Je pense que notre temps serait beaucoup mieux employ\u00e9 si nous avions un avant-projet de loi et si nous pouvions travailler avec un document de travail qui est significatif, plut\u00f4t que de faire du sur place une nouvelle fois et revoir toute cette question immense qu'est la l\u00e9gislation sur l'acc\u00e8s \u00e0 l'information.</p>\n<p data-HoCid=\"111337\" data-originallang=\"en\">John Reid a d\u00e9pos\u00e9 un ensemble de textes tr\u00e8s utiles l'automne dernier et qui \u00e9taient pr\u00e9sent\u00e9s sous forme d'avant-projet de loi. Article par article, il a indiqu\u00e9 dans ce document : \u00ab Voici ce que nous cherchons \u00e0 accomplir, voici le chargement qui serait n\u00e9cessaire dans le projet de loi et voici le libell\u00e9 exact. \u00bb</p>\n<p data-HoCid=\"111338\" data-originallang=\"en\">Page par page, il serait tr\u00e8s facile d'en faire un avant-projet de loi, et voil\u00e0 ce qui, \u00e0 mon avis, devrait \u00eatre notre point de d\u00e9part. Alors, je voterai en faveur de cette motion sous r\u00e9serve que l'on me donne des clarifications sur ce que nous voulons dire par la phrase initiale.</p>"
