        "en": "<p data-HoCid=\"489314\" data-originallang=\"en\">Good afternoon, Mr. Chair, and members of the committee.</p>\n<p data-HoCid=\"489315\" data-originallang=\"fr\">Good afternoon everyone.</p>\n<p data-HoCid=\"489316\" data-originallang=\"fr\">I would first like to introduce my colleague, Patrick Hill, who is the Director of Strategic Policy in the Machinery of Government Secretariat of the Privy Council Office.</p>\n<p data-HoCid=\"489317\" data-originallang=\"fr\">We are very pleased to be here today as the committee studies the role and function of the Commissioner of the Environment and Sustainable Development.</p>\n<p data-HoCid=\"489318\" data-originallang=\"fr\">I would like to begin by briefly setting out the role of the Machinery of Government Secretariat and then turn to the role and function of the Commissioner as set out in the Auditor General Act.</p>\n<p data-HoCid=\"489319\" data-originallang=\"en\">One of the key roles of the secretariat is to provide the Clerk of the Privy Council and the Prime Minister with public service advice on the broad structural issues of government organization. This includes providing public service advice on changes to the organization of the government, including the creation, alteration, or wind-up of governmental bodies. These responsibilities are largely discharged in two ways: by developing options and proposals for the Prime Minister's consideration, and by exercising a challenge function in assessing proposals for the Prime Minister that are brought forward by others.</p>\n<p data-HoCid=\"489320\" data-originallang=\"en\">As members know, the legislative framework establishing the commissioner and setting out that officer's functions is found in the Auditor General Act. </p>\n<p data-HoCid=\"489321\" data-originallang=\"fr\">The Commissioner's position was established by Parliament through statute in 1995 as a senior officer appointed by the Auditor General and forming part of the Office of the Auditor General.</p>\n<p data-HoCid=\"489322\" data-originallang=\"en\">The act sets out that the mandate of the commissioner is to provide monitoring and reporting on progress of government departments toward sustainable development. It also provides that the commissioner shall, on behalf of the Auditor General, report annually to the House of Commons concerning anything that the commissioner considers should be brought to the attention of the House related to environmental and other aspects of sustainable development. This includes the extent to which departments have met the objectives and implemented the plans contained in their sustainable development strategies, the number of petitions related to the environment, their subject matter and status, as well as the exercise of Governor in Council authority regarding sustainable development strategies.</p>\n<p data-HoCid=\"489323\" data-originallang=\"en\">The commissioner is a statutory officer within the Office of the Auditor General and has the same independence as the Auditor General herself. That is to say the commissioner, like the Auditor General, discharges his or her role independently of the government of the day and reports to the House of Commons. As an agent of Parliament, the office performs an oversight function of the executive and is accountable directly to Parliament for the manner in which it delivers on its legislative mandate.</p>\n<p data-HoCid=\"489324\" data-originallang=\"en\">We look forward to the deliberations of the committee, including the perspectives of the witnesses appearing before it on the issue at hand. In addition, we await the results of the Auditor General's internal review of her office's environment and sustainable development audit practice. </p>\n<p data-HoCid=\"489325\" data-originallang=\"en\">We would be pleased to answer questions you may have. Cela signifie donner des conseils au sujet des changements apport\u00e9s \u00e0 l'organisation du gouvernement, notamment la cr\u00e9ation, la modification ou la dissolution d'entit\u00e9s gouvernementales. Ces responsabilit\u00e9s sont assum\u00e9es de deux fa\u00e7ons : premi\u00e8rement, en \u00e9laborant des options et des propositions qui sont ensuite soumises \u00e0 l'approbation du premier ministre; deuxi\u00e8mement, en exer\u00e7ant une fonction d'examen critique dans le cadre de l'\u00e9valuation des propositions soumises au premier ministre.</p>\n<p data-HoCid=\"489320\" data-originallang=\"en\">Comme vous le savez sans doute, le cadre l\u00e9gislatif \u00e9tablissant le poste de commissaire et ses fonctions est \u00e9nonc\u00e9 dans la Loi sur le v\u00e9rificateur g\u00e9n\u00e9ral.</p>\n<p data-HoCid=\"489321\" data-originallang=\"fr\">Le commissaire, dont le poste a \u00e9t\u00e9 \u00e9tabli par une disposition l\u00e9gislative du Parlement adopt\u00e9e en 1995, est un cadre sup\u00e9rieur qui est nomm\u00e9 par le v\u00e9rificateur g\u00e9n\u00e9ral et qui fait partie int\u00e9grante du Bureau du v\u00e9rificateur g\u00e9n\u00e9ral.</p>\n<p data-HoCid=\"489322\" data-originallang=\"en\">La loi pr\u00e9voit que le commissaire doit surveiller les progr\u00e8s des minist\u00e8res concernant le d\u00e9veloppement durable et en faire rapport, et qu'il doit, au nom du v\u00e9rificateur g\u00e9n\u00e9ral, pr\u00e9senter un rapport annuel \u00e0 la Chambre des communes sur tout sujet relatif \u00e0 l'environnement et au d\u00e9veloppement durable que le commissaire consid\u00e8re important de porter \u00e0 l'attention de la Chambre. Il faut entre autres pr\u00e9ciser la mesure dans laquelle les minist\u00e8res ont atteint les objectifs et mis en oeuvre les plans \u00e9nonc\u00e9s dans leurs strat\u00e9gies de d\u00e9veloppement durable, le nombre de p\u00e9titions relatives \u00e0 l'environnement, leur objet et leur \u00e9tat d'avancement, de m\u00eame que l'exercice du pouvoir du gouverneur en conseil concernant les strat\u00e9gies de d\u00e9veloppement durable.</p>\n<p data-HoCid=\"489323\" data-originallang=\"en\">Le commissaire, en tant que titulaire de charge cr\u00e9\u00e9e par une loi travaillant au sein du Bureau du v\u00e9rificateur g\u00e9n\u00e9ral, dispose de la m\u00eame autonomie que ce dernier. Autrement dit, le commissaire, tout comme le v\u00e9rificateur g\u00e9n\u00e9ral, exerce son r\u00f4le ind\u00e9pendamment du gouvernement en poste, et fait rapport \u00e0 la Chambre des communes.
