I guess it's the function that really comes into play, and that is the real argument.</p>\n<p data-HoCid=\"443694\" data-originallang=\"en\"> When I think of an auditor, I think of someone who performs a perspective on historic operations, and I don't think there's any argument on that. When I think of an advocate or a commissioner, I think of someone who looks to the future or helps us plan for the future and build a vision.</p>\n<p data-HoCid=\"443695\" data-originallang=\"en\">Years ago I used to teach finance at a community college, and one of the things we looked at is when you're driving down the road you have a windshield in front of you and that's where you're going; that's where you want to go. The auditor's position is very important. We have a wonderful Auditor General, but that's the rear-view mirror. You cannot go forward by concentrating on the rear-view mirror. That's a very important part. You have to know what was behind you and what you went by. </p>\n<p data-HoCid=\"443696\" data-originallang=\"en\">So my question is, can you comment on and differentiate between the role of an auditor and that of an advocate or a commissioner? If we were to leave the commissioner's position in the Auditor General's office, how would that influence their work, and how would that limit them or how would that free them?</p>",

Nous prenions l'exemple de la conduite d'un v\u00e9hicule, on regarde la route \u00e0 travers le pare-brise pour voir o\u00f9 l'on va et c'est l\u00e0 o\u00f9 on veut aller. Le poste du v\u00e9rificateur est tr\u00e8s important. Nous avons une excellente v\u00e9rificatrice g\u00e9n\u00e9rale, mais c'est le r\u00e9troviseur. Vous ne pouvez pas avancer en ne regardant que le r\u00e9troviseur. C'est une partie tr\u00e8s importante. Il faut savoir ce qu'il y avait derri\u00e8re soi et par o\u00f9 on est pass\u00e9.</p>\n<p data-HoCid=\"443696\" data-originallang=\"en\">Voici donc la question que je vous pose : quelle est la diff\u00e9rence entre le r\u00f4le d'un v\u00e9rificateur et celui d'un d\u00e9fenseur ou d'un commissaire? Si nous devions laisser le poste du commissaire au sein du Bureau du v\u00e9rificateur g\u00e9n\u00e9ral, quel effet cela aura-t-il sur son travail, de quelle fa\u00e7on cela le limiterait ou quelle marge de manoeuvre cela lui donnerait?</p>"
