I want to make sure this is clarified. In particular, we all know that enforcement actions are essential to ensure compliance with the act, but education promotion activities encourage compliance with the act's essential parts.</p>\n<p data-HoCid=\"346880\" data-originallang=\"en\">Mr. Hanneman, you stated that you have given failing grades for this participation. I didn't hear anything from the department, from Mrs. Wright, on that. I just wonder if you could clarify this, and maybe I can hear from Mrs. Wright on whether she feels there's adequate participation or not, and whether it's working or not.</p>",
