I want to share with you testimonials from the province of Quebec in particular.</p>\n<p data-HoCid=\"765380\" data-originallang=\"fr\">Mr. Boisvenu, whose daughter was killed, read a part of the bill. He was very happy about it because he is a member of an association many members of which have seen their children killed by recidivists using firearms.</p>\n<p data-HoCid=\"765381\" data-originallang=\"fr\">Another person thanks you, in a way. That is Mr. Livernoche, the father of the young boy who was strangled following the release of a sexual offender. Perhaps in future, that sort of thing will no longer happen.</p>\n<p data-HoCid=\"765382\" data-originallang=\"fr\">A third group from the city of Montreal might also want to thank you. I don't live there, but I know that my colleague Mr. M\u00e9nard does. There are 36 extremely violent street gangs. Ms. Mourani has written a book on the topic. These street gangs can decide to kill you just because they don't like the colour of the clothes you are wearing. In some cases, it is that extreme.</p>\n<p data-HoCid=\"765383\" data-originallang=\"fr\">Another group with which I have often dealt in my personal practice would thank you also. This concerns impaired driving. The MADD group is very well aware of everything concerning deaths due to impaired driving. You know that in Quebec several people have literally been killed by people who were driving in an impaired state due to alcohol or drugs.</p>\n<p data-HoCid=\"765384\" data-originallang=\"fr\">The question I would like to put to you, Minister, is important. Even though this has been said and repeated, I would like you to explain, because this must be well understood, why you decided, at this time, to group into Bill <a data-HoCid=\"3076458\" href=\"/bills/39-2/C-2/\" title=\"An Act to amend the Criminal Code and to make consequential amendments to other Acts\">C-2</a> all of these laws that were dispersed all over the place, in the House of Commons or at the Senate. Can a Canadian citizen listening to you today expect that things will proceed quickly? What message would you like to give him? </p>",

Ces gangs de rue tuent uniquement parce que quelqu'un ne porte pas des v\u00eatements de la bonne couleur. Le groupe MADD, je pense, est tr\u00e8s au courant de tout ce qui s'est pass\u00e9 dans ce qu'on appelle les d\u00e9c\u00e8s dus aux facult\u00e9s affaiblies. Or, vous savez qu'au Qu\u00e9bec, plusieurs personnes ont litt\u00e9ralement \u00e9t\u00e9 tu\u00e9es par des gens qui conduisaient avec des facult\u00e9s affaiblies par l'alcool ou la drogue.</p>\n<p data-HoCid=\"765384\" data-originallang=\"fr\">La question que je voudrais vous poser, monsieur le ministre, est quand m\u00eame importante. M\u00eame si cela a d\u00e9j\u00e0 \u00e9t\u00e9 dit et redit, je voudrais que vous expliquiez, car il faut que ce soit bien compris, pourquoi vous avez d\u00e9cid\u00e9 de remettre aujourd'hui, dans le projet de loi <a data-HoCid=\"3076458\" href=\"/bills/39-2/C-2/\" title=\"An Act to amend the Criminal Code and to make consequential amendments to other Acts\">C-2</a>, toutes ces lois qui \u00e9taient \u00e0 gauche ou \u00e0 droite, \u00e0 la Chambre des communes ou au S\u00e9nat. Le citoyen canadien qui vous regarde aujourd'hui doit-il s'attendre \u00e0 ce que cela aille vite? Quel message voulez-vous lui envoyer?</p>"
